Yes there are 24/7 forex counters in all the Changi airport terminals including the Budget terminal.

RHB Bank is the forex counter operator in Budget Terminal
American Express (+65 6880 1111) and UOB Bank is the forex counter operators in Changi

Yes, since you won’t mind the poor exchange rate, those are the locations of the money changers that operate under 24 hours.

Terminal 1
* Next to Chomel at Transit Mall West, Level 2
* Next to Bally at Transit Mall East, Level 2

Terminal 2
* Near Omega Boutique at Transit Mall North, Level 2
* Near Chomel at Transit Mall South, Level 2
* Near Bengawan Solo at Departure Hall Central, Public Area, Level 2

Yes, there is quite a few 24 hours Money Changer at Changi Airport. However, do not expect very good rates.

I’m pretty sure you won’t have any problem changing money at any hour in the airport.

I wouldn’t change too much since you get a much better at a money changer outside. There is a whole street of it I just can’t remember the name. Just ask the taxi driver to take you to an indian money changer - during the day of course.
