You can still be better off even if you pay charges as you are getting the better rate, but take out larger amounts, not lots of small withdrawals as most of them have a minimum charge. If you can only use cash exchange it will be a guessing game as the rate can change daily. If you want to be sure of your budget change it at the best rate you can before you go & split it into daily spending allowance, leaving an amount as emergency, day trip, or shopping money.
