There is a map of the terminal at the Reagan Airport website. It's difficult to read because it's too small, but it looks like there is a currency exchange near the check-in counters. The map can be found here:


Before you go, keep in mind that it's not worth the time and trouble if you have only a small amount of currency. You'll have to pay an exchange fee and a commission. Also, they will not accept coins - paper currency only.
